In addition to
bargaining the terms and conditions of the Inside, Residential, and
Sound & Communication Agreements with the I.B.E.W., NECA assists its
members by interpreting and jointly administering application of each
agreement's terms.

When employee
grievances are brought by the Union against electrical contractors,
NECA represents its members in the grievance procedure.
NECA assists contractors by helping them explain the management
side of the issue, and by helping ensure that grievance resolutions
are in line with common sense practice in the industry. NECA's

NECA's
grievance representation of its members may go all the way to
Washington D.C. where cases deadlocked on the local level are resolved
by our industry's joint Council on Industrial Relations, through
binding arbitration.

The Southwest
Washington Chapter offers a Substance Abuse Testing Program to help
participating members create a drug and alcohol free work environment
for the benefit of their employees, customers, and communities. All
testing and administrative costs for the program are paid by the
Chapter for permanent Chapter members. Testing under the program
applies to both labor and management employees and includes
pre-employment, random, reasonable suspicion and post accident
testing. Member firms wishing to begin participation in the program
are encouraged to contact the Chapter. NECA Substance Abuse

The Southwest
Washington Chapter offers a program to handle all of your unemployment
compensation problems and paperwork - everything but the paying
of your taxes!
The Chapter offers this service at no additional cost for those of
our permanent members who choose to receive it.

Process all U.C.
claims filed against your company with the State of Washington

all U.C. appeal hearings. You don't even need to be there.

Provide concise
and complete reports of all U.C. claim activity to each company.

Audit charges to
your accounts, monitor tax rates, and advise on ways to reduce your
unemployment tax bill. - this service alone will probably reduce your
annual taxes by 10% due to the high rate of errors by the State Dept.
of Employment Security in posting charges to your account.

Washington Chapter provides
it's members a pre-paid subscription to a
valuable lien filing and lawsuit service with Northwest Lien
Service, at a fraction of the cost you'd pay on your own.
(Additional fees for some services are paid for by members.)
Northwest Lien Service will:

based on info faxed to them from contractors.

Notify contractors of lawsuit
filing if debtor does not respond within 30 days.

The Southwest
Washington Chapter of NECA retains a legislative affairs
representative to represent its members before the state Legislature,
in conjunction with the other Chapters in our state. Both the National
office and the Chapter's publications regularly report on legislation
introduced at the state and federal level affecting electrical
contractors. In addition, NECA staff and members also testify
before the Legislature on the industry issues. Our Chapter and Local
76, IBEW cooperate with the other NECA Chapters and the IBEW Locals on
a statewide basis to support or oppose legislation that would impact
the electrical industry. On a national basis, NECA's political action
committee - ECPAC - supports the election efforts of congressional
candidates from both parties who will listen to and be concerned about
problems affecting electrical contractors. Contributions to local
legislative campaigns are made directly by the Chapter in accordance
with Washington State laws.

NECA's
Conventions, meetings, gatherings, of any type are fun and
informative! Each year, several thousand members, guests, and
suppliers from all parts of the nation and many foreign countries
annually convene for NECA's National Convention and Electrical
Industry Exposition. These events are held in a different city
each year, and give participants unparalleled professional development
opportunities, plus an occasion to renew old acquaintances and meet
new friends, and all the fun and excitement inherent in a major
association's major "happening"! The 2007 National Convention will be
held in San Francisco, California. Regional and local NECA conventions are
held in the best resorts and most exciting locales in the world.
NECA's Tri-District meeting has an international flavor, and will
be
held in Banff in 2007.
The Southwest Washington Chapter hosts meetings of many types for its
permanent members. To establish and maintain relationships between
members, the Chapter holds General Membership Meetings with
hosted cocktails and dinner, and a short program - usually featuring a
special guest speaker on a variety of topics, both entertaining and
instructive. The Chapter also hosts the Spring Planning Session,
a weekend together for members and their families, held at a different
resort location each year. The Chapter hosts many other special events
during the year for its members - which may include an event at
Emerald Downs racetrack, a dinner
cruise on Lake Washington, an annual Christmas Party, a
special outing to Seattle's 5th Avenue Theater, and many more.

NECA was the
first construction industry association to establish marketing
support for its members. NECA keeps its members abreast of the
many changes brought by technological developments within the dynamic
electrical construction industry. For example, NECA participates with
the National Association of Home Builders in the Smart House Venture,
so that NECA can help members qualify to work in the Smart House
market once these computer-based homes fully emerge in our
marketplace. Effective marketing is crucial to any electrical
construction business. NECA provides the tools and how-to instruction
necessary to help members achieve excellence in electrical work.

The Southwest
Washington Chapter of NECA helps put its members on the Web! The
Chapter's Board of Directors believes that the marketing potential of
the Internet is so important that after you have been a permanent
member for one year, the Chapter will pay 80% of the initial cost
of a professionally designed website - up to $800 per firm! Although developing a basic, but individualized web
site for your firm would cost approximately $1,500, a slightly more
deluxe version could cost up to $2,500. The top of the line model -
which only the largest firms really need - could cost around $4,000.
Whichever you choose, after being a member for one year, NECA will reimburse
up to $800 of any permanent
Chapter member's start-up costs to develop a web site!

Southwest
Washington Chapter of NECA members are kept up to date on local as
well as national issues by newsletters, bulletins, Electrical
Contractor magazine, Electro-Fact Files, Electrical Design Library,
Manual of Labor Units, and many others. NECA can provide daily job
journals for your foreman, and numerous other business forms designed
especially for electrical contractors. NECA's Index of Services (a
catalog distributed to members by the National office) lists dozens of
valuable publications on subjects ranging from computer system
selection to construction industry principles of contract law. The
Chapter and the National office maintain extensive libraries of
publications aimed at every conceivable aspect of the electrical
contractor's business.

Staff Consulting Services
If a NECA member
needs assistance or information, their first phone call should be to
their Chapter office. The Southwest Washington's Chapter's staff is
available to provide information and advice on a broad range of
subjects to members, without charge. NECA's business is service.
Specialized and confidential help in many areas, such as general
management practices, financial planning, overhead recovery,
organizational structure, estimating, manpower planning and control,
jobsite supervision, and other subjects can be arranged with
professional consultants on a fee basis.
